Show stories which are staying too long in a lane based on average cycle times for lanes

bottom line -
track average cycle time per lane for each board/card type/CoS combination, probably also per card size as an option.
Visualize the story based on how long it is in the lane. Above X% yellow flag. Above Y% red flag.
Drive swarming and team attention to these issues.
Similar behavior to what happens with Blockers, but automatically.

I see more and more requests for this, and this is a major risk management capability that helps team swarm around issues.
